Blog:Chancellor to make banks reveal more on top-earners

Alistair Darling plans to force lenders to reveal more details about top-earning bankers amid growing public concern that they are returning to their old ways, a year after banks’ multibillion-pound taxpayer bailout.

The measure will be seen as an attempt to win public support in the run-up to a general election next year. The Chancellor’s proposals go farther than plans outlined a week ago by Sir David Walker in his report on reforming governance in Britain’s banks.

Sir David proposed that banks disclose how many high-earning financiers they employ, bunched into three salary bands, but Mr Darling wants to introduce more pay brackets and to lower the disclosure threshold.

Under Sir David’s proposals, banks would have to publish only the number of financiers who earned more than £1 million a year, a threshold that the Chancellor wants to reduce. Such reforms would increase the number of bankers whose pay is scrutinised because existing regulations require listed banks to disclose the pay of only those financiers who sit on the board.

Mr Darling’s move could be interpreted as recognition that some of Sir David’s proposals did not go far enough. Sir David had proposed that the three salary bands should be set at £1 million to £2.5 million, £2.5 million to £5 million and £5 million and above.

At the same time, Sir Christopher Hogg, the City grandee, unveiled the biggest overhaul of best-practice guidelines for Britain’s listed companies in six years, with an update to the Combined Code rulebook for boardrooms.

The Financial Reporting Council chairman proposed that either the chairman of a company or all its directors should face annual election by shareholders. The council, an independent body overseeing the code, will consult investors and the more than 1,000 companies governed by the code to choose which policy to adopt. A decision is expected by mid-2010. It is very rare for a company to put its entire board up for annual election.

Gordon Brown told Pakistan to “take out” Osama bin Laden yesterday as Western frustration at its failure to capture the al-Qaeda leader burst into the public glare.

With America and Britain seeking support for their decisions in the next two days to send tens of thousands more troops to Afghanistan, Mr Brown told the Pakistani leadership that it had not done enough to catch the men — believed to be hiding in the north of the country — responsible for the September 11 attacks.

His criticism was aimed at the ISI, Pakistan’s intelligence service, which the West has long believed to be too close to extremist groups harbouring bin Laden and his deputy, Ayman al-Zawahiri.

Mr Brown told President Asif Ali Zardari in a telephone call on Saturday that he intended to press home the message on Thursday when Yousuf Raza Gilani, the Pakistani Prime Minister, visits London.

About 30,000 Pakistani troops are in the lawless South Waziristan region to force out the Taleban. In interviews as he returned from the Commonwealth summit, Mr Brown made clear that he wanted them also to target the leadership of al-Qaeda, which has evaded international forces since the invasion of Afghanistan in 2001.

Mr Brown said: “We have got to focus the attention of the world on the continuing threat from al-Qaeda. Three quarters of terrorist plots that threaten Britain arise from that area of Pakistan.

“I believe that, after eight years, we should have been able to do more . . . to get to the bottom of where al-Qaeda is operating from. I want to make sure that the Pakistani Army and Pakistani security services, as well as the Pakistani politicians, will make sure that in South Waziristan we are taking on al-Qaeda directly. We want to see more progress in taking out these top two people in al-Qaeda who have done so much damage and are clearly behind many of the operations in Great Britain.”

In a stronger broadside he added: “We have got to ask ourselves why, eight years after September 11, nobody has been able to spot or detain or get close to Osama bin Laden. Nobody has been able to get close to Zawahiri, the No 2 in al-Qaeda. And we have got to ask the Pakistan authorities and security services, army and politicians, to join us in the major effort the world is committing resources to, not only to isolate al-Qaeda, but to break them in Pakistan.

“If we are putting our strategy into place, Pakistan has to show that it can take on al-Qaeda.”

Mr Brown’s intervention upset Pakistan. A Foreign Ministry official said that, according to their intelligence, bin Laden was in Afghanistan, not Pakistan. “If the US or Britain have information about him being in Pakistan they should share it,” he said.

Wajid Shamsul Hasan, the Pakistani High Commissioner in London, said that his country’s fight against the Taleban had resulted in many losses. “We are doing what we can. We have carried out two very big military operations at enormous cost to the country.”

He added: “The people of Pakistan want its allies to do more. If you provide us with equipment and expertise we will be able to be more successful — we are successful, but more successful — in tracking down the al-Qaeda leadership.”

Mr Brown will hold a video conference with President Obama today to discuss their troop announcements. The Prime Minister will criticise Pakistan later in a Commons statement confirming that an extra 500 British troops will be sent to Afghanistan, bringing the total to 9,500.

On Tuesday Mr Obama will say that more than 30,000 extra American troops will be sent. He, too, will refer to Pakistan, although officials said that Mr Brown’s message was his own, rather than a co-ordinated one.

Sources close to Mr Brown said that he had gone public because it was time for Pakistan to “step up to the plate”. “He and America have made demands on Karzai. He has organised the London conference [on the future of Afghanistan]. He has made demands on other allies to put up another 5,000 troops. Now it is time for Pakistan to be told openly that it has not come up to the mark.”

Mr Brown announced the international conference, to be held in London on January 28, at which Hamid Karzai, the Afghan president, will be asked to commit himself to milestones for beefing up his army, police and local governance to prepare for the district-by-district transition of power in the country’s 34 provinces.

Mr Karzai will be expected to commit himself to benchmarks for providing 50,000 additional troops for training, improving the capacity of the police force and putting in place governors at regional and district level who are free from corruption and can deliver services and security to Afghans.

Liam Fox, the Shadow Defence Secretary, told BBC One’s Politics Show: “Our biggest problem with Pakistan is getting the Pakistan Government to focus on dealing with not just the Pakistan Taleban but the Afghan Taleban.Pakistan has a number of problems: it has basic economic problems; it has got endemic political problems; it has got the fact that its military tends to face towards India and is prepared for state-on-state conflict and does not really have the capabilities for the sort of anti-terrorist measures that we want.

“The international community has to give Pakistan a lot of help if Pakistan is to fulfil the role we want it to do.”

Blog:Going to war wasn’t heroic: it was a no-brainer

It is 160 years since Thomas Carlyle wrote On Heroes, Hero Worship and the Heroic in History, but the treatise was in my mind as I watched Sir Jeremy Greenstock, our former Ambassador to the United Nations, give evidence on Iraq to the Chilcot inquiry yesterday. Another time came flooding back. You could almost hear the drumbeat of war. Could Britain, could Tony Blair, have chosen to march to any other drum?

The invasion of Iraq at the beginning of our century provides a canvas so richly painted with the clash and convergence of interests, and so crowded with large and lurid personalities, that there is scope here for Carlylians (who believe individuals determine history) to do battle with Marxians (who see leaders as the playthings of larger forces) until the crack of doom. But narrow the focus on to one corner of the canvas: the heroism or otherwise of our own Prime Minister at the time.

I do think that a man can show heroism in a bad cause. I’ve argued consistently that the Iraq war was a rotten idea, but minds on both sides have more or less closed on that; and there’s a different question about Tony Blair’s role that still remains open. Did he act heroically — in the sense of the moral courage that makes a man grip fate by the lapels and, rather than let the flow carry him, swim against compelling circumstances, knowing that he takes a serious risk for himself or his career? A case, at least, can be made for Mr Blair as a hero in this sense.

He makes it himself all the time. It has become his mantra to close down discussion of the war itself with the remark that “you can argue” (I paraphrase) “about whether my decision to support George W. Bush was right or wrong, but please accept that at the cost of making many enemies I did what I believed to be right”.

He is asking all of us — pro or anti war — to acknowledge his heroism in the Carlylian sense: to accept that he made a call that took great guts, and that at an important national crossroads he set Britain down a road that we did not have to travel, but which he personally believed was right.

This is, in a sense, Mr Blair’s last resort: his final appeal to the court of history and potentially a potent one, as I’m sure he senses. Mr Blair is fond of repeating the cliché about Margaret Thatcher — “love her or loathe her, you knew where she stood” — and would like his own story to put us in mind of Martin Luther’s “Here I stand; I can do no other”. This is what that weird conference speech in 2000 about his “irreducible core” was all about.

And watching Sir Jeremy before the Chilcot committee yesterday, a remarkable paradox struck me. Tony Blair’s claim to heroism can indeed be securely rooted. But only in the belief that he was lying about the weapons of mass destruction.

Sir Jeremy was (rightly) reminding us that most people did at the time of the invasion think it quite likely that Saddam Hussein might have WMD. I certainly did. Colin Powell, then the US Secretary of State, appeared to have convinced himself too. Yesterday Sir Jeremy revealed that the representatives even of nations opposing the war had privately told him that if or when the “smoking gun” was found, they would reconsider.

So think yourself back to where Mr Blair was before the war started. He led a country tightly bound to supporting its close, senior and long-standing ally, the United States. He knew privately that George W. Bush was determined to invade Iraq, come what may. He had not a scintilla of doubt that (with or without British involvement) it would be a military success. He was untroubled by worries about the post-invasion running of Iraq: nobody at the top seems to have been troubled. And he believed that during or after the invasion, concealed weapons of terrible destructive power would be uncovered, and the world would see with its own eyes the evil and the danger of Saddam. And then opposition would melt away and all would concede that the invasion had been right.

The Tories believed this too. Wouldn’t any British prime minister conclude that to support Washington was obvious: the default option, the line of least resistance? There was a cost, of course — to be pecked at in the United Nations and suffer the French pouting for a couple of months; but Sir Jeremy was paid to endure that. As for public opinion, a minority was queasy, but the public are queasy about wars until they are won.

In these circumstances Britain’s response to Mr Bush’s plans was almost a no-brainer. By siding in the playground with the biggest boy — the US President — Mr Blair expected to emerge as a stalwart ally and war-winning prime minister, quite quickly gaining permanent admiration at the cost of a little immediate embarrassment.

Mr Blair didn’t dive into this war to swim against the tide. He simply mistook the tide. He didn’t contemplate for a moment the cost to his reputation, when he was exposed as having misled the nation on WMDs and cornered into a bloody and intractable counter-insurgency operation.

All that flak came later. In inviting us to see Mr Blair as having acted heroically, his supporters are conflating the trouble into which he finally and unexpectedly landed with the downside as it appeared when the decision was made.

Unless, that is, you think he knew that there were no WMDs, and simply lied, fully expecting Britain and America to find themselves in cruel and long-term international isolation. And that he foresaw the mess the allies would make of the occupation itself, and the years of carnage that would follow. In which case he deserves the name of prophet, and of hero, and of villain too.

But, no, Mr Blair surely didn’t lie about WMDs. He did what we all do: sure in our mind that a conclusion is true, we overstate the evidence for it, and expect to be vindicated.

Sadly, Mr Blair wasn’t. It was a sort of Oops. He wasn’t a hero and he wasn’t a villain. He just miscalculated. And that’s the most inglorious epitaph of all.

Blog:China targets massive 40-45% carbon cut

China said Thursday it was targeting a hefty 40-45 percent cut in carbon intensity by 2020 and Beijing also announced Premier Wen Jiabao would lead the nation’s charge for real climate change progress at the Copenhagen summit.

The announcements came one day after the US declared it would cut carbon emissions by 17 percent by 2020 from the 2005 level. Washington also said President Barack Obama would take part in the opening of the two-week UN climate change conference.

Experts said action by Beijing and Washington shows collective political will to reach a substantial deal in Copenhagen – something President Hu Jintao and Obama called for during their summit this month in Beijing.

After a meeting presided over by Wen on Wednesday, the State Council said it had reviewed a national plan to address climate change and announced that China would reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by the 40 to 45 percent.

The voluntary action on the part of the Chinese government was based on national conditions and will be a major contribution to the world’s efforts in tackling climate change, the State Council said in a statement.  Mbts   Mbt Sport    Mbt walking shoes

“Appropriate handling of the climate change issue is of vital interest to China’s social and economic development and people’s benefits, as well as the interests of all the people in the world and the world’s long-term development,” the statement read.

Xie Zhenhua, vice-minister in charge of the National Development and Reform Commission, China’s top economic planner, said the country will not swerve from its carbon emissions cut target despite pressure and difficulties.

China faces challenges in controlling greenhouse gas emissions because the country has a large population and relatively low economic development level and is at a critical period in accelerating industrialization and urbanization, Xie told a press conference held by the State Council Information Office last night.

 

China’s official delegate at the Copenhagen meeting, Lu Xuedu, said the announcement was a sign of Beijing’s commitment because UN climate treaties do not require developing countries, such as China, to agree to binding targets but urge rich countries to shoulder the responsibility.

“The target shows China’s utmost political commitment to reach a successful deal in Copenhagen,” said Lu, who is deputy director of the National Climate Center.

He said the undertaking was very ambitious. But he added that for it to be within reach, China would need technological and financial support from developed countries.

Yang Ailun, Greenpeace China’s climate change campaign manager, said Wen’s presence at the summit will be an “important push” for substantial outcomes from the international negotiations.

“The carbon intensity target is a positive signal that China, the largest developing country and one of the largest greenhouse gas emitters, is willing to take a new development path that can decouple economic growth with increase of carbon emissions,” Yang said.

Yang from Greenpeace said China’s announcement shows other countries the kind of commitment that is needed.

“This is another challenge to the industrialized world, particularly the US, which has just announced an inadequate emissions reduction target of only 4-5 percent (from the 1990 level) by 2020,” said Yang.

Climate scientists hope the US and other developed countries will cut emissions by at least 25 percent to 40 percent below 1990 levels by 2020 and reduce emissions by 80-95 percent by 2050. Only then does the world have a hope of averting catastrophic or runaway climate change.

China and the G77 group had already called upon rich nations to cut emissions by 40 percent by 2020 from the 1990 level.

“The emissions reduction target offered by the US is still far below the expectations of developing countries,” said Liu Qing, a researcher from the China Institute of International Studies. “It is also well below the targets proposed by the European Union and Japan.”

Washington said earlier that Obama will attend the start of the conference on Dec 9 before heading to Oslo to accept his Nobel Peace Prize.

His early stopover on the second day of the conference – instead of later when negotiations will be most intense and when most other national leaders will take part – disappointed some European and UN climate officials.

Yang said it will be more like a “photo opportunity”.

But Yvo de Boer, the UN climate chief, said it will be important for the US to establish emissions reduction targets and a financial commitment to help developing countries address climate change.

“If he comes in the first week to announce that, it would be a major boost for the conference,” De Boer told AP.

Blog:Son of Gloria Arroyo supporter named as prime suspect in Philippines massacre

A third mass grave was uncovered in the Philippines yesterday, bringing the number killed in the country’s worst political massacre to 57.

Police said that they had arrested several gunmen linked to a powerful politician over Monday’s massacre of political activists and journalists in the southern island of Mindanao.MBT  

Police did not say how many were arrested but said they were militiamen under the control of Andal Ampatuan Jnr, who is mayor of the town of Datu Unsay and the son of a key ally of President Arroyo. The father is also the most powerful clan leader in the province of Maguindanao. “Those who were abducted and murdered . . . were initially stopped by a group led by the mayor of Datu Unsay,” said Chief Superintendent Leonardo Espina.Mbt Lami

Mr Ampatuan Sr is the key local supporter of Lakas Kampi CMD, the coalition Government led by Ms Arroyo.

Throughout her presidency, she has been accused of turning a blind eye to extrajudicial killings, which have often been blamed on the security forces.
