Asbestos danger ‘in many schools’

not meeting a legal duty to protect their pupils from potentially deadly asbestos, a snapshot survey of 16 schools suggests.

The report by the Asbestos Training and Consultancy Association said none of the 16 schools was meeting health and safety rules on managing the substance.

Teaching unions want a full audit of discount Mbt shoes the danger from asbestos, which can cause a lethal form of cancer.

The government’s policy is for schools to leave asbestos in place.

The substance should be managed rather than removed, it advises.

But many schools lack the resources to manage it safely, the Asbestos Training and Consultancy Association (Atac) says.

The association says asbestos had been damaged in more than half of the schools it visited for this study.

Experts say that it is when asbestos is damaged or disturbed that it can be dangerous.

Though small, the survey reflects earlier research on the way schools deal with the potentially deadly material.

About 75% of Britain’s schools are thought to contain asbestos and 178 teachers are known to have died from asbestos-related   Mbt    illnesses, says the report.

The study follows a questionnaire sent out by the Department for Children, Schools and Families and the Health and Safety Executive in 2009.

As a result of that, 34 local authorities are now being investigated by the HSE, the report adds.

‘Decisive steps’

Atac chairman John O’Sullivan said: “Numerous incidents have taken place where asbestos fibres have been released, the schools contaminated and teachers, support staff and pupils have been exposed.

“The increasing numbers of mesothelioma deaths amongst teachers and support staff is testament that the policy of management has failed.”

The main teaching unions are renewing their calls for a widespread audit of asbestos danger in schools.

Association of Teachers and Lecturers general mbt sale  secretary Dr Mary Bousted said the government should set up an independent body to monitor and provide advice on asbestos in schools and remove it.

National Union of Teachers general secretary Christine Blower said the survey showed “decisive steps are desperately needed” and that asbestos should be eradicated from all schools.

And Chris Keates, head of the NASUWT teaching union, said local authorities and governing bodies were not taking issues linked to asbestos seriously enough and were failing to comply with their statutory responsibilities.

Philip Parkin, head of the Voice union for educational professionals, said its own research revealed that staff in many schools were unaware of the dangers of asbestos.

Expert advice

Schools Minister Iain Wright said the government would be producing guidance on asbestos management for head teachers, governors and local authorities. Training would also be offered.

Government building programmes meant out-dated building were being replaced.

He added: “The health and welfare of pupils and staff is absolutely paramount.

“By law, tough, robust processes must be in place in schools to carefully monitor asbestos. All local authorities and   Mbt school employers must fully comply – no ifs or buts.

“The Health and Safety Executive’s expert advice is to remove damaged or disturbed asbestos in existing buildings but it is safer to leave undisturbed or undamaged asbestos in place and carefully manage it.

“The HSE will not hesitate to take   Mbt  action in areas which are not coming up to scratch.

“We and HSE have surveyed every single local authority over the last year to assess their asbestos management and ensure that they are fulfilling their legal duties – the first ever such audit.”

Vonn Wins Bronze in Super-G for 2nd Medal

Vonn’s bronze was a record seventh medal for the American Alpine skiers. It was the second Alpine medal of the Games for the Austrians.

“It’s not normal for me to get content, and that was a mistake,” a smiling Vonn said. “It was Mbt 

 just a little miscalculation on what I needed to do at that point. It was still a good run. I came here with no Olympic medals and now I have a downhill gold medal and a bronze to go with it, so I’m very happy.”

Fischbacher, 24, said she was due. She had finished fourth in last week’s downhill, 0.03 away from a bronze medal.

“I was so close,” she said of the downhill. “I decided to really charge and try everything.”

Or, as Jim Tracy, the United States ski team’s head women’s coach, said: “Andrea was going to win or crash. She skied a great run.”

The race course Saturday was set by an Austrian coach, Jürgen Kriechbaum, and his discount Mbt shoes  choice of a turn-filled , difficult arrangement of gates was a source of minor controversy.

Slovenia previously had won five Winter Olympics medals, all bronze, with three in Alpine skiing.

Mancuso is the defending Olympic champion in giant slalom.

Vonn said that she expected to ski in her final two events, the slalom and the giant slalom, and that she did not believe that her injured right shin affected her racing Saturday.

“The injury has kept me from training in anything, especially slalom and giant slalom,” Vonn said. “So because of that, I don’t know that I can expect too much in the last two events. But I am certain I will go out guns blazing now. Maybe I can pull something out of my hat.”

Delays expected as beams hauled into place on M80

Motorists have been warned to expect delays on the M80 between Glasgow and Stirling this weekend as the ongoing upgrade work reaches a milestone.

Four massive beams are being lifted Mbt 

into place to form the new Mollinsburn overbridge in North Lanarkshire.

There will be a northbound lane closure on Saturday and a southbound contra-flow on Sunday.

Fans heading to the St Johnstone v Rangers match in Perth have been told to allow plenty of time to get there.

The £320m project to upgrade an an 11-mile Mbt shoes    stretch of the A80 between Stepps and Haggs began last year and is expected to be completed by 2011.

Council chiefs back ‘death tax’ to fund social care

Pressure is growing on the government to clarify its position over the so-called “death tax” after social care chiefs and charities backed the levy.

Ministers in England are Mbt  considering introducing a compulsory fee, possibly up to £20,000, to pay for social care.

The plan has been attacked by the Tories, but the Association of Directors of Adult Social Services (ADASS) said it supported the idea.

The government said it would be making an announcement soon.

John Jackson, from ADASS, which represents social service chiefs working for councils, said extra funding was “much needed”.

But he dismissed the idea of having Mbt shoes a voluntary scheme – one of the other proposals being considered.

“The problem with any voluntary insurance is that people will not think they need it and so will not take it up.

“Without getting enough people signing up the idea stops being viable. If you have a compulsory scheme, you would ensure there is enough funding to run the service in the future.”

His call for a levy was supported by mbt sale Counsel and Care, a charity for elderly people.

Stephen Burke, chief executive of the charity, said: “With our ageing population, the care funding gap will continue to grow without radical reform and proper funding.”

The compulsory levy has been dubbed a death tax by the Tories because while it is due on retirement the proposal allows for MBT Shoe it to be taken from the estate of a person after death.

It was one of a number of options put forward in a green paper by Health Secretary Andy Burnham last summer to replace the means-tested system currently in place.

Election battleground

The party has been more vague about what it wants to do over the care people receive in their own home for washing, eating and dressing.

It said it is looking to draw up plans to support people through home modifications and technology that would leave them less reliant on social services.

In contrast, the government put forward three proposals in a green paper last summer covering both care homes and help in the home.

As well as the compulsory fee, it  discount Mbt shoes included a voluntary insurance scheme and a partnership model whereby the state provided a basic level of support which could be topped up by individuals.

A Department of Health spokeswoman said a decision would be made soon.

She added: “It is premature to start second-guessing the blueprint we will shortly set out.”

Nursery costs top public school fees

The cost of childcare has soared Ghd  in the last 12 months, despite a squeeze on family finances in the recession, according to figures from the Daycare Trust charity.

The report said the average parent now spent a “significant proportion” of weekly earnings on nurseries and childminders and a fifth struggled to pay bills.

Alison Garnham, the charity’s  Mbt shoes chief executive, said: “Over the last year, families across the UK have been hit hard by the impact of the recession, with parents facing the strain of losing jobs; having their hours cut back; or facing pay cuts – all of which is compounded further by childcare costs shooting up.”

The trust researched the cost of nurseries, childminders and after-school clubs in England, Wales and Scotland as part of its seventh annual survey.

Parents in England with a child under two  ghd hair straighteners  paid an average of £88 a week in nursery charges. It equates to £9,152 for 50 hours’ childcare over the last 12 months – a rise of around five per cent. The rate of inflation was 2.9 per cent.

The cost of a childminder soared by 6.4 per cent to £83 a week, while parents sending older children to out-of-school clubs saw fees rise by 12.5 per cent to £45.

Rises were even larger elsewhere in the UK

The cost of nurseries in Scotland increased by 6.3 per cent to £84, while the price in Wales soared by 6.8 per cent to £78.

According to the study, the most expensive childcare was in London, where the average family paid £22,100 for MBT Shoes  full-time nurseries over the course of the year.

The fees were equivalent to the most expensive private day school fees in England.

A recent study by the Good Schools Guide found that day fees at Bryanston School, Dorset, were up to £22,400. Marlborough College charges £21,180 and day fees are £20,760 at Wellington College.

The study found that demand for Mbt childcare “held up well” during the economic downturn as parents were forced to “stay in work for financial necessity”.

“There is some anecdotal evidence of mothers returning to work earlier than planned after having a baby, or looking for work to supplement income, and therefore an increased demand for childcare,” said the report.

But it said other families were forced to “change their childcare arrangement due to the economic downturn”.

According to the report, the average parent in England paid £176 a week in childcare for a son or daughter under two.

This represents a “significant proportion” of average gross weekly earnings, which are £489, said the trust.

The trust called for the Government to increase the amount of free childcare parents can currently claim from 15 to 20 hours a week.

Dannii Minogue privacy complaint upheld

The press watchdog has upheld two complaints from X Factor judge Dannii Minogue against the Daily Mirror and Daily Record over invasion of privacy.

The singer complained when the mbt sale papers reported she was pregnant before her 12-week scan, which can establish the health of an unborn baby.

The Press Complaints Commission (PCC) said the articles were a “regrettable lapse in editorial judgement”.

Both newspapers will have to publish  ghd hair straighteners  the PCC’s full adjudication.

The Daily Mirror and Daily Record had argued that publication was justified on the grounds that information about the pregnancy had appeared on the Sydney Morning Herald website and a blog the day before.

However, the PCC rejected the argument saying any previous references had been speculative and not confirmed as fact.

Two-year dividend famine is set to continue

Stock market experts are warning of another year of dividend famine as some of Britain’s biggest dividend MBT Shoes mainstays struggle to maintain payments to shareholders.

Adjusted for all cash calls, Capita said that, in effect, shareholders had had nothing from companies since December 2007. According to Paul Taylor, of Capita Registrars, “2010 looks set to be another grim year for dividends, with UK companies unable to match what they distributed in 2007”.

Mr Taylor said: “With UK  ghd dividends so dependent on oil companies whose profits are under pressure, it will be hard to see growth overall. What’s more, many of our largest companies earn much of their revenues overseas, so dividends won’t benefit so much from a falling pound, now sterling has stabilised.”

Last week BP and Shell, which account for a quarter of all dividends paid by UK companies, froze planned dividends in dollar terms, meaning sterling payments would be down by 12 per cent because of the weaker dollar.

Blog:MPs braced for criminal charges over expenses

The first criminal charges to result from the expenses scandal are expected to be announced today by the Director of Public Prosecutions.

Scotland Yard detectives have referred six files to the Crown Prosecution Service so far. They believe that the evidence in some of these cases is overwhelming and are confident that a number of parliamentarians will be charged with criminal offences.

The most serious allegations relate to expenses claims for mortgages that had already been fully paid and allegations of wrongful payment for overnight accommodation.

Three Labour MPs —Mbt sale Jim Devine, Elliot Morley and David Chaytor — have come under scrutiny in relation to mortgage payments. Three peers are also understood to have been investigated. The DPP Keir Starmer, QC, will personally announce his decision on whether to prosecute in any cases.

The news came as the scandal descended into fresh controversy, with the retired High Court judge chosen to rule on MPs’ appeals clashing with the auditor who went through their claims. Sir Paul Kennedy criticised Sir Thomas Legg for imposing retrospective demands on some expenses and arbitrary limits on others.

Such an approach was bound to have unfortunate consequences, ghd straighteners he said. He saw little, if any, evidence of deliberate wrongdoing by MPs forced to repay thousands in gardening and cleaning bills. He added that it was damaging, unfair and wrong to taint some MPs for making claims that were only later deemed out of order.

Sir Paul’s findings were seized on as evidence that many MPs had been traduced by Sir Thomas. One senior MP said that 200 MPs would have escaped censure if Sir Thomas had taken MBT Shoe the same approach in his original audit that Sir Paul took on appeals.

Blog:British Gas to cut bills by 9% for 7.5m homes

Britain’s largest domestic energy supplier is expected to announce plans today to reduce its gas prices by about 9 per cent from February 19.

The British Gas cut will save the average household almost £80 per year on the typical annual UK dualfuel bill of over £1,200. It will bring to an end a period of steady increases in MBT Shoes bills. In July 2008, the same month in which global oil prices peaked at a record $147 per barrel, British Gas lifted its gas prices by 35 per cent.

But since then the wholesale price of gas in the UK has plummeted, tracking oil which plunged sharply in the autumn of 2008 and hit lows of below $40 per barrel a year ago.

Yesterday, the MBT Shoe wholesale gas price was 35p per therm for immediate delivery — about one-third of the level seen in mid-2008.

The boost to supply has helped to depress prices further.

All of Britain’s energy companies have benefited from increased demand for the fuel during an unexpectedly cold December and January.

Citigroup has estimated that Centrica alone enjoyed an extra £40 million to £50 million profit on the back of the cold weather.
